How is the risk assessed for a Potential Product Recall

The Operational Guidelines for the Notification of a Dangerous Consumer Product can be found in a document from the General Product Safety Directive.   The document can be found HERE, and the image above is extracted to help illustrate how a Manufacturer should measure a consumer risk where there is a health and safety issue.

Amongst many points in the document, the Guidelines are there to help make reference to relevant criteria for applying the concept of “dangerous products”, which is operated across all EU Member States.

The guidelines also advise on identifying to whom and how the notification should be submitted.

The UK Government is currently reviewing again the system of Product Recalls, for which again we have been consulted.  It is no secret they favour a Single Register which falls under the Manufacturers Remit, effectively giving them the right to decide when a risk exists and to what severity.  Lets be honest, finance is going to be a consideration for a Manufacturer when it looks at that table.  It's going to be a factor but there are no guidelines on the bottom line when it comes to their cost of notification.  You'll be entirely in the hands of whoever makes that decision.

We at EEESafe are against this, as are some MP's and we've now fed this back to the new working group at BEIS.  We've already proven that history shows Manufacturers have failed citizens in the past, and that research has been conducted, which shows there are around 35% of Citizens who won't Trust Manufacturers.  We can notify those who choose not to register where there is no trust, and where citizens do not want to be sold other extras such as extended warranties.  We've offered to work in tandem with the Manufacturers, and we wait for Government Response on this, but whatever the outcome, we fully believe any owner of any White Goods product, should have a right to know of even the slightest risk.  We intend eventually to cover all product recalls, but White Goods is our Starting Place, because that is our knowledge-base and where we seek to increase local jobs and repairs to help tackle poverty.

Working with our Register affords many other benefits and changes are in progress to bring them to every citizen in the UK.  We launched the First UK National Appliance Safety Register, and we would urge you to Register with us, if you want to be informed of any level of risk we are aware of at that time.  We will NOT be creating panic when you are notified, we will in fact be directing you to the Manufacturers, should you wish to receive further advice.  Importantly we're giving you the choice to make your home SAFER. Every citizen has a right to know any risk from products they own, and make their own decision what to do about it.  In White Goods, we will also be able to assist the Fire Service where it is unable to recognise a Make and Model of an appliance that caused a home fire or incident.  Equally important is who was the last EEESafe DAT, to visit the site, a vital piece of information that could be relevant to an insurance claim, or the family of relatives of those caught in the fire or incident.
